Unable to Pan Away from an Element when Editing a Shape or Notecard

In Bluescape, when you are editing a shape or notecard, and you attempt to pan away while in Edit mode, the workspace pans back to the element you’re editing.

Steps to reproduce

1. Open a workspace.
2. Add an editable element (for example, a shape or a notecard) to the workspace.
3. Edit the element.
4. While in Edit mode, attempt to pan away using the (Pan) tool.

Expected result

You can pan away from the element.

Observed result

The viewport automatically pans you to the element that is in edit mode.
